The restriction applied to two kinds of paid promotion: ads and marketing messages placed by ByteDance, and campaigns from other advertisers that linked to TikTok or another ByteDance property. A company did not have to be ByteDance itself for its campaign to fall within the reported scope; the destination mattered too.
Meta framed the decision as a business choice. The company said it was not obliged to promote a competitor seeking to draw users away from its apps, and described refusing promotional services to a competitor as normal business practice.
